The Balochistan National Party or Balochistan National Party (Mengal) (Urduبلوچستان نيشنل پارٹی) is a political party inBalochistanPakistan. BNP believes in more provincial rights and greater autonomy for Baluchistan province through peaceful and democratic struggle.

History

In 1972, the National Awami Party or NAP formed the first elected government in Balochistan after winning the elections and Ataullah Mengal was sworn in as the first Chief Minister of Balochistan. But just nine months after the formation of the NAP Government, it was overthrown by Bhutto who used Nawab Akbar Bugti's allegation that Mengal's regime wanted to disintegrate Pakistan and liberate Balochistan as grounds for this dismissal. Ataullah MengalGhaus Bakhsh BizenjoGul Khan Nasir,[1] Nawab Khair Bux Marri and the other NAP leaders were thrown in jail. They were released when Bhutto's government was toppled by Zia-ul-Haq, after spending more than four years in captivity. By this time differences had arisen between the NAP leadership, so while MengalBizenjoand Nasir went to the NAP headquarters, Khair Bux and Shero Marri headed home.
Later, Ghaus Bakhsh Bizenjo formed the Pakistan National Party or PNP after differences arose between him and Wali Khan over the Kabul Revolution (he supported the revolution while Wali Khan was against it). Gul Khan joined PNP and became the President of its Balochistan wing while Ataullah went into exile in London.
In 1996, Ataullah Mengal returned to Pakistan and formed the Balochistan National Party.

BNP Government

BNP swept the 1997 elections and was able to form a coalition government in Balochistan with Sardar Ataullah Mengal's son, Akhtar Mengal as the Chief Minister. This government did not last long as, soon, differences began arising between the Balochistan Provincial Government and the Federal Government.

1998 - 2009

After the dismissal of their first government, BNP hasn't taken part in any elections. In 2002, the party didn't compete in the elections in protest of General Pervez Musharraf's October 1999 military coup which allowed the pro-military religious alliance to win almost all the moderate and nationalist constituencies. Though a few members of the party did take part in the elections independently. One of these members got elected to the National Assembly of Pakistan, one to the Senate of Pakistan and two to the Provincial Assembly.
In 2006, Nawab Akbar Bugti was killed by the Pakistani Army. BNP had vehemently criticized the government when the operation in Balochistan had been launched[3] and after Bugti's death all four of its independently elected representatives resigned from their seats of the National and Provincial Assemblies.[4]
In December 2006 Akhtar Mengal was arrested for allegedly ordering his security guards to beat up secret service personnel. Mengal maintained that these secret service officials had tried to kidnap his children as they returned from school and as a result, the security guards had beaten them. During his trial, according to Mr Iqbal Haider, secretary-general of the Human Rights Commission of Pakistan, "Mr Mengal was brought into the courtroom and shoved into an iron cage with bars all around that stood in a corner away from his counsel.”[5] Mengal was released in 2008, after the Pakistan Peoples Party government came in power, after spending almost one and a half year in jail.
After Akhtar Mengal's arrest, the rest of the BNP leadership was also imprisoned mainly in MPO cases. On December 2, Sajid Tareen was arrested from his chambers,[6] Habib Jalib Advocateand Akbar Mengal were also arrested the same day.[7] Jahanzeb Jamaldini was also put under arrest in December. Then, on January 3, 2007 the acting Chief of BNP, Mir Noor-ud-din Mengal was also arrested along with other activists while they were on their way to meet imprisoned workers of BNP in Khuzdar.

Demands

The Balochistan National Party's main demand has been for the provinces having control over their resources under the current Pakistan constitution the Federal Govt is very strong,although this has changed slightly with the 18th amendment

Council Session 2009

Balochistan National Party's third council session was held between 25 to 28 June 2009. It was presided over by an ailment stricken Akhtar Mengal. In this council session the leadership and central committee members of the party were selected as follows:

BNP decides to quit parliament, LBs

QUETTA, Sept 3: The Balochistan National Party on Sunday announced that it decided to resign from the National Assembly, Senate and the provincial assembly and all local bodies in protest against the killing of Nawab Akbar Bugti and the ‘disgraceful’ burial of his body.
The decision was announced by Sardar Akhtar Mengal, chief of his own faction of the Balochistan National Party, at a joint public meeting held at Manan Chowk here under the aegis of the ARD, PONM and the ANP.
The meeting, presided over by Sardar Mengal, was addressed by Nawab Ayaz Khan Jogezai of the Pakhtunkhwa Milli Awami Party, Sardar Sanaullah Zehri of the National Party, Nawabzada Lashkari Raisani of the People’s Party Parliamentarians, Khudadad Khan of the Awami National Party, Rafiq Khoso of the Jamhoori Watan Party, Syed Dost Agha of the Tehrik-i-Insaf and Nasibullah Bazai of the Pakistan Muslim League (Nawaz).
According to the BNP decision, Senator Sanaullah Baloch, MNA Rauf Mengal, MPAs Mir Akbar Mengal and Akhtar Hussain, the district nazim of Khuzdar as well as nazims and councillors of other districts would submit their resignations to the BNP (Mengal) central command on Monday.
The BNP leader said that his party had decided to quit assemblies which had lost their importance. Resolutions passed by the provincial assemblies are neither respected nor heeded. Therefore, he said, there was no point to continue sitting in such assemblies.
Sardar Mengal accused the rulers of not treating the Baloch people as equal citizens. “They have been facing state excesses for a long time, but the killing of Nawab Bugti and the way in which his body has been treated are the worst of all excesses. We cannot live in a Pakistan where Balochs have no respect and rights,” he said.
He warned that the fight was now directly between the Punjab army and the Baloch people and appealed to the Pakhtuns to either distance themselves from Punjab or remain impartial in the conflict.
Nawab Jogezai said that the Baloch and Pakhtun forces should join hands and wage a joint struggle to defeat the forces that had been denying rights to the oppressed nationalities.
Sardar Sanaullah Zehri said that Nawab Bugti’s only fault was that he had refused to compromise on the rights of the people of Balochistan, adding that the late nationalist leader had told him recently that the government was bent upon killing him.
He accused the government forces of having used chemical weapons to kill the Baloch leader and said that the Baloch people were proud of the sacrifice, which Nawab Bugti had rendered for the rights of Baloch people.
Khudadad Khan said that before leaving for Peshawar, his party leader Asfandyar Wali Khan had called for waging a united struggle, which was the only way to defeat the enemies of oppressed nationalities.
Rafiq Khoso urged all Baloch political parties to merge into a single party as Nawab Bugti had desired. He said that the late Baloch leader had not surrendered to usurpers and stood his ground till the last moment.
Dost Agha said that Tehrik-i-Insaf supported the idea of a joint struggle against the military dictatorship.
Nasibullah Bazai condemned the killing of the JWP leader and said that Nawaz Sharif had publicly announced support for the Baloch struggle against the Musharraf-led government and its anti-people policies.
The meeting adopted several resolutions including one condemning the killing of Nawab Bugti and the government’s refusal to hand over his body to his heirs. Other resolutions called for an immediate end to the military operation in Balochistan and Waziristan, the release of all political detainees and withdrawal of cases against them. Other resolutions called for expelling foreigners from Waziristan and honourable return of Benazir Bhutto and Nawaz Sharif.
